an die Vereinten Nationen sowie die Europäische Union, eine unabhängige Untersuchungskommission über den Tod von Cao Shunli einzurichten: Sehr geehrte Damen und Herren, Wir chinesischen Menschenrechtskämpfer fordern die Vereinten Nationen sowie die Europäische Union dazu auf, eine unabhängige Untersuchungskommission über den Tod von Cao Shunli einzurichten. Dieser Brief richtet sich an den Hohen Flüchtlingskommissar der Vereinten Nationen, sowie die Hohe Vertreterin der EU für Außen- und Sicherheitspolitik. Hiermit möchten wir unsere Bestürzung über den Tod unserer Kollegin und Menschenrechtskämpferin Cao Shunli zum Ausdruck bringen. Sie starb am 14. März 2014 im Alter von 52 Jahren im Armee Krankenhaus Peking, nachdem ihr über Monate der Zugang zu einer angemessenen medizinischen Versorgung verwehrt wurde. Seit 2008 hatte sich Cao Shunli für eine aktive Beteiligung der chinesischen Zivilbevölkerung bei der Konzeption des zweiten Nationalen Maßnahmenplans zur Stärkung der Menschenrechte in der Volksrepublik China eingesetzt. In Folge ihres Engagements für höhere Menschenrechtsstandards in China wurde sie mehrmals bedroht, verhaftet und unter Hausarrest gestellt. Als Cao Shunli am 14. September 2013 von Peking aus ein Flugzeug in die Schweiz besteigen wollte, um an einem Menschenrechtstraining der Vereinten Nationen teilzunehmen sowie den United Periodical Report (UPR) zu überwachen, wurde sie vom Sicherheitspersonal aufgehalten, an einem unbekannten Ort festgehalten und schließlich wegen Provokationen gegen die soziale Ordnung ein weiteres Mal inhaftiert. Kurz darauf gab es alarmierende Berichte über ihren Gesundheitszustand. Experten der Vereinten Nationen reagierten am 16. Oktober mit einem Schreiben(http://www.ohchr.org/EN/NewsEvents/Pages /DisplayNews.aspx?NewsID=13860&LangID=E), in dem sie ihre Sorge über den Zustand von Cao Shunli zum Ausdruck brachten, worauf die chinesische Regierung offiziell verlauten(http://www.ohchr.org/EN/NewsEvents/Pages /DisplayNews.aspx?NewsID=14394&LangID=E) ließ, dass Cao Shunli an keiner ernsthaften Erkrankung leide und ihr der Zugang zu Medikamenten gewährt würde. Mehrere Gesuche ihrer Anwälte, die Haft aufgrund ihrer tatsächlich sehr ernsten Erkrankung auszusetzen, wurden abgelehnt. Am 19. Februar 2014 wurde Cao Shunli mit Verdacht auf Lungentuberkulose und Aszites in Folge einer Leberzirrhose ins Armee Krankenhaus Peking eingeliefert, wo sie einen Monat später verstarb. Cao Shunli hatte gehofft, eines Tages für die Vereinten Nationen arbeiten zu können. Ironischerweise wurde die V.R. China 2013 auf der UN-Generalversammlung in den UN-Menschenrechtsrat gewählt. In China hat es immer wieder Fälle gegeben, in denen chinesische Menschenrechtskämpfer wie Li Wangyang oder Li Hong während der Haft gestorben sind. In bislang keinem Fall haben die chinesischen Behörden eine objektive und unabhängige Untersuchung über die Todesumstände veranlasst. Deshalb glauben wir, dass die chinesische Regierung auch im Fall Cao Shunli die wahren Todesumstände nicht offenlegen wird und fordern die Vereinten Nationen, sowie die Europäische Union dazu auf, sich bei der chinesischen Regierung für eine unabhängige Kommission einzusetzen, welche den Tod von Cao Shunli untersucht; inklusive einer Befragung derer, die mit der Überwachung Cao Shunli´s Gesundheitszustands betraut waren, sowie derer, welche die Haft veranlasst haben. Außerdem rufen wir die UN und die EU dazu auf, den Zustand anderer inhaftierter Menschenrechtskämpfer in China zu überwachen. Vor allem die, welche auf medizinische Behandlung angewiesen sind. Cao Shunli was disappeared and subsequently detained in September 2013 as she attempted to board a flight to Switzerland to participate in a UN human rights training programme. For years Cao Shunli had been lobbying for greater civil society participation in China's drafting of its national human rights action plans and in its UPR reports. Despite the difficulties - the harassment, the arrests and the imprisonments – Cao Shunli continued to use the UN system to try to improve China's human rights standards. After she was detained on 14 September 2013, reports quickly surfaced regarding Cao Shunli's medical condition and the fact that she needed urgent medical attention. In response to a public statement (http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=13860&LangID=E) issued by a number of UN human rights experts on 16 October 2013 expressing concern about Cao Shunli's condition, the Chinese government formally responded (http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=14394&LangID=E) saying that she had no serious health problems and enjoyed access to medical care. The Chinese government deliberately deceived the UN on this occasion while continuing to detain Cao Shunli, refuse requests by her lawyers for medical parole, and deny her access to adequate medical attention. The only reason she was punished in this way – murdered, in fact - is because she wished to work within the UN system. Astonishingly China is now a member of the Human Rights Council. There have been other cases in the past where human rights defenders, such as Li Wangyang and Li Hong, have died at a result of mistreatment at the hands of the authorities, and in these cases the Chinese government did not carry out an independent and impartial review to investigate the circumstances of their death. As such, we do not trust the Chinese government to reveal the real circumstances behind Cao Shunli's death. We call on the UN and the EU to demand that the Communist Party of China agree to the establishment of an independent special commission of inquiry to investigate these circumstances, including the interviewing of all relevant health care workers who treated Cao Shunli and members of the security forces who presided over her detention. We further call on the UN and the EU continue to monitor the situations of other human rights defenders in China who are in prison because of their work, especially those in need of medical care.

A quien corresponda, Estamos escribiendo esta carta para expresar nuestra indignación, consternación y tristeza por la muerte de una compañera defensora de los Derechos Humanos, Sra. Cao Shunli, en el hospital el 14 de Marzo de 2014, tras meses de su detención ella no recibió una adecuada atención médica. Cao Shunli desapareció y posteriormente fue detenida en Septiembre de 2013 cuando intentaba subir a bordo de un vuelo con destino a Suiza para participar en Programa de formación de Derechos Humanos de las Naciones Unidas. Durante años, Cao Shunli había estado presionando para una mayor participación de la sociedad civil en la elaboración de sus Planes de Acción de los Derechos Humanos Nacionales en China y en sus informes del UPR (Universal Periodic Review) A pesar de las dificultades – la persecución, los arrestos y los encarcelamientos – Cao Shunli continúo empleando los canales de las UN para intentar mejorar los estándares de los Derechos Humanos en China. Después de su detención, el 14 de Septiembre de 2013, informes sobre las condiciones médicas de Cao Shunli surgieron rápidamente, al igual de la necesidad de una atención médica de urgencia. La respuesta de un número de expertos de los Derechos Humanos fue una declaración pública del problema, el 16 de Octubre de 2013, donde se expresaba la consternación por las condiciones de Cao Shunli, el Gobierno Chino respondió que ella no tuvo ningún problema de salud y que disfrutó de cuidados médicos. Sorprendentemente China es ahora un miembro del Consejo de Derechos Humanos. Pendant des année, elleavaitsubi des pressions pour avoirparticiper (i have asked a friend for the sentence) Malgré les difficultés,-fatigue arrestations et emprisonnements, caoshunli continua d’utiliser le system des nations unies pour essayer d’améliorer le niveau en Chine des droits de l’homme . Après qu’elle fut détenue le 14 septembre 2013 des rapports ont rapidement détecter que son état de santé nécessitait un traitement médical urgent. En réponse à un examen publique (voir http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=13860&LangID=E ) fait par un nombre d’expert des droits de l’homme des nations unies le 16 octobre 2013 concernant la condition de caoshunli , le gouvernement chinois a répondu officiellement(http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=14394&LangID=E) que selon eux elle n’avait pas de sérieux problèmes de santé et qu’elle avait accès à des soins médicaux. Its le gouvernement chinois a délibérément trompe les nations unis a cette occasion alors qu il continuait de detenir caoshunli refusant la demande de son avocat d une mis en liberte conditionnelle medicale ainsi que l acces a une prise en charge medicale adequate .LA seule raison pour laquelle elle fut punie de la sorte en l occurence assassinee est qu elle voulait travailler selon le system des nations unies. Le plus aberrant est que la chine est maintenant membre du concile des droits de l homme.
Il y eut d autre cas dans le passe ou des defenseurs des droits de l homme comme liwangyang ou lihong moururent des suite de maltraitance venant des autorites.Dans ces cas le gouvernement chinois n a pas effectue une re enquete independante et impartiale sur les circonstances de leurs morts. Ainsi nous n esperons pas du gouvernement chinois qu il revele les vrais circonstances de la mort de caoshunli .Nous appellons les nations unies et l union europeenne qu 'il demande au parti communiste chinois d'accepter l'etablissement d'une commission speciale et  independante de recherche pour enqueter sur les circonstances en question .Ceci inclut l'interrogatoire de tout les travailleurs de sante concernes  qui ont traite caoshunli et les membres de la securite qui ont encadre sa detention.
Nous appellons de plus les nations unis et l'Union Europeene de continuer a controler les situations des autres defenseurs des droits de l'homme qui sont en prison en chine a cause de leur travail et specialement ceux ayant besoins de soins medicaux.
